English Learner Program

Welcome to the English Learner Program page. We hope that the information provided will be helpful in answering your questions and linking you to your specific areas of interest regarding programs and services for English Learners.

The English Learner Program is funded through state and federal funds to provide supplemental instruction and support services to students that are learning English as a Second Language as identified by the results on the California English Language Development Test (CELDT).

When a student first enrolls in a California school the parent or guardian is required to complete a Home Language Survey. When a language other than English appears on the survey the student is administered the CELDT. A student that scores Initial Fluent English Proficient is placed in the regular instructional program. A student that does not score proficient on this initial exam is identified as an English Learner and will continue to take the CELDT test in the summer or fall of each year until he/she meets all the criteria for reclassification to fluent English proficient (RFEP).

English learner students qualify to receive assistance from the staff and programs of the English Learner Program such as; ELD Classes, Writing Intervention Classes, and tutoring from English Learner Resource Teachers and Instructional Assistants.
